Procedure:

Replace the rubber bands of the toy with new #32 rubber bands before use.  Wind the toy about 30 times and then release the rotating arm.  The arm will rotate and then the bead on the string will wind itself around the pole.  When the string unwinds, the arm will rotate another turn and the bead winding and unwinding will repeat.
